Hiiraan Online Editorial The peace agreement reached last week in Djibouti by the Transitional Federal Government of Somalia and the Alliance of Re-liberation of Somalia is a positive step forward. Of course, this is the first step of a long and possibly treacherous reconciliation journey. Insofar as the peace deal is commendable in its spirit, it does fall short of a comprehensive agreement that addresses contentious issues. In its totality, it is surreptitiously vague. Yet it is better than lack of it. Hiiraan Online welcomes it as a minimal step toward forging a centrist coalition in Somalia that may encompass moderate forces of both sides, all the while isolating spoilers. Leaders of the ARS who compromised steeply deserve an unqualified complement for their bravery. Recognizing this good will gesture, the international community and the United Nations should walk extra mile to strengthen the ARS by working hard to remove Ethiopian troops out of Somalia—the ARS’s key demand. Failure to do so will undoubtedly embolden the militants and potentially derail the entire peace process. Djibouti and Ambassador Ahmedou Oulad-Abadallah, the UN special representative, also deserve significant credit for their remarkable contribution and diligence. Even though we support the current agreement and we call upon others to do likewise, we are however concerned about the translation of the agreement into an action. Some detractors are caught-up with interpretations and the exact meanings of terms such as sufficient. Our worry has to do with the implementation prospect of the agreement. For instance, we are not certain if the TFG and the ARS are able to deliver important provisions of the accord. Two fundamental elements of the agreements are the ceasefire among the parties and the deployment of international stabilization forces replacing the Ethiopians. One faction of the Alliance had already stated that it would not abide by the terms of the current agreement, particularly the clauses pertaining to the ceasefire. We also know the withdrawal of the Ethiopian forces depends on the deployment of “sufficient” UN forces. It is not clear thus, if the international community is able or willing to tend to, in a timely fashion, the troop request of the Somali parties. Knowing that the past UN peacekeeping experience in Somalia had a bitter end and that many international hotspots such as Afghanistan and priority areas such as Dafur are short of troops, we have many reasons to be cautious. In spite of these pertinent questions, Hiiraan Online believes that it is the national interest to back the peace agreement between the TFG and ARS. For one, the TFG and ARS leaders who were engaged in the actual fighting endorse the current agreement. Encouraging former combatants to opt for peace is the only sensible option, because Somalia has seen, one too many wars. Secondly, the peace agreement stipulates that Ethiopia must leave Somalia in four months time. The critics of the current peace accord are NOT offering a shorter timetable for the Ethiopian withdrawal. It is baffling to decode, to put it mildly, why the mostly Diaspora-based pro-resistance individuals are clamoring for the continuation of the war, when the men who literally led the resistance (i.e. the two Sharifs), are insisting that UN-brokered and Security Council-backed negotiated settlement is the best route to attain the agreed-upon national objectives. Moreover, unlike the previous Somali reconciliation efforts where neighboring countries manipulated the process and influenced the outcome, the hallmark of the current United Nations’ peace effort seems to impartiality and allowing opposing Somalis to make peace. The fact that the Security Council and influential member states are proactively facilitating reconciliation among Somalis is a point to rejoice and a positive development. The rebuilding and rehabilitation of Somalia require the full partnership of the international community. Radicalism, cynicism, rigidity and adventurism are what mired Somalia in the current political mess. This peace agreement de-inflates the prevailing, dangerous and disastrous national Somali political mindset where confrontation, rather than compromise, has become the default political position for many Somalis. The Djibouti agreement between the TFG and the ARS brings common sense to Somali politics. As for those who appose the current peace accord, we inform them that Ethiopian tanks would not have been in Villa Somalia, had the political class of Somalia employed wisdom. We believe the position of the average Somali is: give the peace a chance. This is the common sense position. With this peace agreement, Somalis have nothing to lose and everything to gain namely – the possible withdrawal of the Ethiopian forces, peace among Somalis and the rebuilding of Somalia. Hiiraan Online commends the brave men who singed the Djibouti peace agreement and signed on to the necessary and positive political philosophy of choosing peace over war.

People of that region, i believe, will outlast this political arrangement, and their political fate is not necessarily tied with this silly name. Also lets hope Somalia comes back soon.   8. ^^^With LA and Buuhodle gone, and Sanaag already halved, the leak from the H tent's current hole will be widened by Cadde's return, and eventually cause PL to crumble. You can always have a puppet vp, but it wont be credible adeer! Only fools can argue for sustaining PL as it’s today. A change is needed adeer, and if it does not come, the sky will not fall but the political arrangement will be ended. Work with me to install some one other than Cadde…if you are concern.

  11. lol@Ducaysane. I think that culture of trinity has lost its political capital. Contrary to your not so subtle insinuation of tribal hegemony, if clan was the measure of getting PL’s seat the General couldn’t come a better time. Today the yearning of change is so deep to the extent if it does not happen so drastically, and the political arrangement at the national level remains unchanged, PL will face certain disintegration. But clan alone my good friend is not going to be the sole yardstick by which candidate’s selectability or lack thereof is determined. Having said that, I think the General has no realistic chance to replace Cadde. If I were a betting man, I would’ve betted Cadde’s return…and that ends PL’s political arrangement, as we know it.

His reasoning will convince many folks who continue to sit on the sidelines of this tragic Somali saga. While many just do and die, some feel the need to ponder, think, plan and execute. And if you listened between the lines of this interview, as it were, the central theme of Sharifs’ discussion was his clear focus on the big picture of Somali conflict. That’s why he chose to articulate the agreement he signed in a strategic framework of transitioning the country, and buying time to remove Somalia as a whole from other nations sphere of influence. If you still remain a doubter, let me leave you, and Kashafa, with this little anecdote. One day a man was walking along the beach when he noticed a figure in the distance. As he got closer, he realized the figure was that of a boy picking something up and gently throwing it into the ocean. Approaching the boy, he asked, “What are you doing?” The youth replied, “throwing starfish in the ocean. The sun is up and the tide is going out. If I don’t throw them in, they will die.” “Son, “ the man said, “don’t you realize there are miles and miles of beach and hundreds of starfish? You can’t possibly make a difference.” After listening politely, the boy bent down, picked up another starfish and threw it into the surf. Then, smiling at the man, he said, “I made a difference for that one.” Sharif, with all the nay-sayers shouting at him from near and afar, latched onto his mission of making a difference for the millions of Somalis who suffer as a result of this civil war, adeer. If he succeeds, it's a win for all of us. If he fails in this one, he will try again, I am sure, to reach out again, and again till somalia is peaceful again.

  19. This is by far the most advanced and solid argument anyone can ever muster to defend and promote the recent Jabbuuti agreement between Alliance and TFG. Cool, calm, articulate, visionary, confident and firm, and above all, well-conversant with Islamic history. That’s Sh. Sharif at his best. He takes calls, emotional calls, sits through one hour of grilling interrogations about why he entered and signed an agreement with the TFG. He faces not only angry callers, but also the tough Yusuf Garaad of BBC, and he handles both with exceptional intelligence and analytical rigor. Among the things the good Sharif considers include; 1- Where Somalia is at today. 2- 18 years of civil war. 3- What the future could look like absence of agreement 4- International involvement. He calls this agreement a triumph of peace. The fact the world supports Ethiopian withdrawal is a cause for celebration. He says. He admits the risk inherent in this agreement. Why some Somalis ally themselves with Ethiopia and give them legal cover for her invasion? A caller asks. That’s because, the good Sheikh calmly explains, Somalis are divided and don’t trust each other. These men who brought Ethiopia to our land need our help, the good Sheikh says, to save them and the country! The greatest win this Alliance can ever muster is to bring about complete Ethiopian withdrawal. And that is what this agreement could deliver. We must create a political and security environment/conditions where Somali unity and harmony can be possible again. And to do that, the good Sheikh says, we must compromise! Yaa Allah. That yaa Jammaacah is the man I want to lead Somalia. He hits all the right nodes with his unmatched eloquence. False parallels…he dismisses them all. Political conspiracies…he commits them to the flames. Assertions of Ethiopian being defeated…he just lets that one slip without agreeing to it. Siyyaasi and raggeedii at that! Those who are after dabodhilifs and want to continue the fight even after Ethiopia withdraws will not like Sharifs take on that. What do they want (his own words), Sharif asks? To which Yusuf Garaad replies; we shall ask them to answer that question! When an angry Hargaysawi reminds Sheikh Sharif about Courts' hesitancy to reach agreement with TFG and the old man when the Courts were in a much stronger position than they are today, the Sheikh responds with a rhetorical question: do you think our previous position was better than our current stance? What about Accountability, a young emotional caller from Galkacyo asks the Sheikh? We will eventually get there…the Sheikh assures the caller. The man was a newsman, for whatever that amounts to, and he excelled in his profession. Admitting your complicity in what Washington rulers do was, I gather, a move to indict late Russert even further, and I am not buying it. So lets examine few facts good Castro, shall we! GE holds 80% of NBC cooperation. It co-owns MSNBC with Microsoft. GE contributed 1.1 million to Bush’s 2000 campaign. Microsoft also reportedly donated 2.4 million to Bush’s election. Of all the money GE gave political candidates, 63% of it went to Republican candidates. Now, if indeed what you are espousing has any substance to, Tim Russert, a known Democrat , must’ve worked very hard for Bush’s election/re-election. GE’s business interest and whom it preferred for US presidency I think has been clear. That it has significant influence on US politics is also beyond dispute. The notion that NBC reporters propagate GE’s domestic and international political positions, however, is just too sweeping Adeer. Late Russert never shared our views of the world, and I did not expect him to. All I was saying was the man was a great newsman. And judging from their commentary and how they approached the issues they covered and subjects they discussed, I must tell you, this hasty indictment of yours does not succeed to even slightly change my mind let alone educate me and give me new insights as you promised Castrow! NBC is evil. Tim worked for NBC. Hence Tim must be evil too. Equals America is hegemonic and dominant. Castro is a law-abiding taxpayer and lives in America.
