Khadar, awoowe Faroole made many mistakes, which he should be blamed for. But he inherited the two major issues Puntland is facing today. The man is not a warlord, he was selected by his fellow tribesmen. Soon there will be a time when he is up for another selection. That is when people need to get rid of him if they are so passionate about removing him.

Faroole is at times a mad man but he did not create the political and security challenges Puntland is facing today. And they are primarily two: SSC and the sore point that is Galkacyo. In SSC it is a question of clan ego. In Galkacyo, it is a matter of resource not to fight enemies but to bring governance where non existed for the last twenty years. One can effectively argue that Farole was not helpful for both matters. But the suggestion of his resignation is bit over the top.

Acronyms wont matter as long those in the intelligence work follow no due process. PIS or PIA the fact remains the sort of renditions that take place in Puntland where suspects are snatched and murdered was and still is the root cause. Also in Galkacyo, things always take a clannish turn , and this was not the first time a tribal militia clashed with the government. It happened in Cadde's time while he was present in the city. What is new here is the scale, and the scale does not change the nature of the conflict. Big or small, the conflict has never been a one against the government as such. The admin sat themselves up for failure...and that is what they got. I am happy for the course correction by the admin.

Puntland is not in crisis, if anything it seems that it has finally turned a corner in getting the recognition by the UN & the tfg to be part of the discussion to end the national political transition. Sharif's visit to Garowe, and Farole's participation in Mogadishu conference mark new level of engagement. The fact that next phase of national conference is scheduled to be held in Garowe signifies Puntland's relevance in the eyes of the powers that be. It is true that Galkacyo is a sore point for Puntland admin both in political and security terms. Political because the political ownership of the city is not well settled yet; security because of the sheer geography of being Puntland's southern gate. Clans are not fighting the authority nor disputing the legitimacy of Puntland admin as such. What happened in Galkacyo was a failure on the part of Puntland admin's security apparatus. The PIS thing once again prominently featured in the dispute...the violent resentment manifested in the Garsoor confrontation is against what is perceived to be an illegitimate spy organization, and NOT necessarily against Puntland admin.

This is a good move from all parties concerned. I am sure the core issues of Federalism and Constitution writing will ultimately be decided by Somalis as Puntland understands it cannot impose a solution that the rest of Somalis do not want. However, in the transitional period the only politically palatable approach is a regional framework on the basis of what the current transitional charter outlines. And this agreement surely falls within that guidelines. Hope this resolves the political animosity between Faroole and Sharif. -

With all of his shortcomings, Sharif has always been a moderate in his conduct both in politics and beliefs. Coming out from Kampala as a victor, relatively speaking, vanquishing the rascal speaker and effectively fighting off Faroole’s challenge to the term extension, Sharif was presented with an opportunity to lead …visit Puntland and put the lingering small disagreements to rest. Not discounting Mahiga’s role, or Abdiweli’s fast network in Garoowe, I give full credit to Sharif as he did what is required of him. He would’ve been blamed if he had not done it, and so he shall get the credit when he does it. A two day preparatory conference in Mogadishu, followed up with a full-fledged conference is a great start.

Sharif has surprisingly been active for the last few weeks, doing all the right things, going to the right places. The visit of head of states this week and last week will no doubt raise Somalia's profile, and Sharif is right to tie the famine tragedy with Somalia's bigger tragedy of being a failed state. Thanks to Geelle, Tayyib, the British minister, and Iran's FM. Perhaps there is a silver lining in the famine cloud ...
