Somalia MPs killed in al-Shabab suicide attack BBC Tuesday, May 01, 2012 Six people, including two MPs, have been killed in a suicide attack in central Somalia, authorities in the town of Dusa Mareb have said. Eyewitnesses told the BBC the attack targeted a group of about 20 politicians at an outdoor cafe. They were in Dusa Mareb in Galgadud region - which is controlled by a pro-government militia - to promote reconciliation. The Islamist militant group al-Shabab has said it was behind the attack. They are under pressure on a number of military fronts in the south of Somalia - but still mount frequent attacks and control much of the country. 'Act of terrorism' Al-Sunna Wal Jama'a, the militia which controls much of Galgadud, said the suicide attacker was among the dead. Several other MPs and prominent politicians - including former Security Minister Ahmed Abdi Salam - were also injured in the attack, officials told the BBC. Al-Shabab, which merged with al-Qaeda in February, phoned the BBC Somali Service to say it was behind attack on the tea shop where the politicians were resting after holding meetings with residents on Tuesday morning. Somali Prime Minster Abdiweli Mohamed Ali condemned the attack, telling the BBC it was "an act of terrorism". The Horn of Africa nation has been without an effective central government since 1991 and has been racked by fighting ever since. The UN-backed transitional Somali government only controls the capital, Mogadishu. Last month, African Union troops - which back the government - for the first time deployed to Baidoa, a strategic south-western town, after it was wrested from al-Shabab's control by Ethiopian troops.

AFP Tuesday, May 01, 2012 Bomb attacks in Somalia killed at least eight people including twolawmakers Tuesday, as the international community warned that peace "spoilers" threaten to wreck fragile progress in the war-torn nation. A suicide bomber killed at least six people in an attack in the central Somali town of Dhusamareb as lawmakers met with the public, while a car bomb in the anarchic capital Mogadishu killed two, the latest in a wave of violence. The attacks came shortly after the United Nations, African Unionand East Africa's main diplomatic body IGAD warned in a rare joint statement that efforts at establishing peace in Somalia were at risk. The three organisations said they were "greatly concerned" at efforts to undermine a "roadmap" signed by Somalia's disparate leaders, the latest effort to bring peace after more than two decades of war. "The roadmap continues to be jeopardised by the actions of individuals and groups in and out of Somalia, working to undermine the fragile progress we have collectively made in recent months," the statement read. "We have come too far, and too much is at stake, for us to allow the process to backslide at the exact moment Somalia has its best opportunity for peace in decades." In Dhusamareb, witnesses said a man entered a restaurant where lawmakers were meeting with the public to discuss the setting up of a regional administration, before blowing himself up. "The explosion hit a hotel in the town and it killed several people, many others were also injured," said Mohamed Abudlahi Moalim, a senior commander with the Ahlu Sunna Wal Jamaa militia, which controls the area. "The people killed are two lawmakers and four civilians... among the wounded are two other MPs," said witness Mohamud Ibrahim. Witnesses of the car bomb in Mogadishu said the front of the vehicle had been ripped apart by the blast. "I was driving behind the car...there was big explosion that rocked and twisted the car, I saw the mangled dead bodies of the two victims," said Ali Abukar, a witness. No group immediately claimed responsibility for either bombings, but the Al-Qaeda allied Shebab insurgents have launched a series of guerrilla attacks and vowed to topple the Western-backed government. They oppose the roadmap deal. Somali leaders signed in September the agreement for the formation of a government by August 20 to replace the weak transitional body that has failed to bring peace, and is accused of rampant corruption. Under the agreement, the latest among more than a dozen attempts to resolve the bloody civil war, lawmakers must agree on a system of government for Somalia's fragmented regional -- and often rival -- administrations. Somalia must also adopt a new constitution, select a new parliament and convene the national assembly. The Shebab have been fighting for five years to topple the government, but under pressure from African Union and government forces they have retreated from their fixed bases in the capital. However, analysts warn that the rebels, Somalia's most brutal, still remain a serious threat to international efforts aimed at stabilising the war-torn country. The UN, AU and IGAD -- the Inter-Governmental Authority on Development -- said their statement was a "warning and a final opportunity" for those standing against peace. The "unambiguous warning to all potential spoilers" did not specifically name any people or groups, but said non-compliance with the order would result in requests for sanctions from IGAD nations, or from the UN Security Council.

My good friend Prof. Abdiwahid did a nice job in comprehensively appraising the new draft constitution , suggesting improvements instead of outright rejection, and admitting teh progress made thus far. Here is his article: Earlier this month, the Transitional Federal Government (TFG)-appointed Committee of Experts (CoE) on the Constitution held a “constitutional review” session in Minneapolis, Minnesota, a gathering that, given the stakes, I wish I had attended. Regardless, in what follows below, I will share my initial thoughts about the constitution--making process currently underway in Somalia. Today, there is a broad regional and international consensus that successive reconciliation conferences on Somalia produced a cycle of ineffectual transitional “governments” leaving nothing in their wake but dashed hopes, squandered goodwill and unfulfilled mandates. For two long decades, Somalis repeatedly failed to negotiate effective and meaningful national government. In an age that is in dire need of alternative views of the future that can break with the bloody past, nothing highlights the general ineptitude of the Somalis to achieving statehood better than the utter failure of the Somali elite, both secular and religious, to pursue their own national interest defined in terms of their ability to achieve broad consensus on national purpose, strong idea of state, establish a shared socio-political vision and sound “political philosophy” for post civil war Somalia. In short, Somalis failed to rejuvenate a collective sense of national identity that would prevail upon the tribal identity and prevent the perpetuation of the inherently discriminatory and un-Islamic “4.5” formula. Alas, the Somali Diaspora, besides being an “ATM” and a vital economic lifeline, continues its role as vicarious participant of the events unfolding back in the troubled country with no ability to marshal any meaningful contribution in order to positively impact the clan-induced political stalemate.
