  5. Yes Mogadishu is a one clan city today. Recruitment from it will constitute for empowering one side of the Somali conflict. If that makes xiinfaniin a qabiilist so be it. Haatu is Haatu.
  6. Lifting arms embargo on Somalia will allow the government in Mogadishu to beef up its fledgling and almost nonexistent security forces. If the Security Council grants this government its wish the event will mark the first baby steps of the government to wrest sovereignty away from the armed marauding clannish groupings, religious fanatics and yes even AMISOM. From that perspective it is good and positive step and many Somalis welcome this new development with great delight. As of today the embargo is still firmly in place. Whether UN Security Council agrees to lift or not is something to be seen. If and when the arms embargo is lifted, however, existing balance of power within Somalia will be severely disturbed. And if the fallout of this seismic change (in Somali political meter) is not managed with much care or left unchecked there are fears that may lead to a repeat of civil wars of nineties. This is an area of great concern to many Somalis. It should be noted that the whole political system is in state of flux. Draft Constitution (incomplete and rushed document) calls for Federalism. The elected government in Mogadishu, which is tasked to implement it, argues that it does not have a mandate to do that until the document is put to a referendum. Realistically speaking, a referendum is at least four years away given the political, economic and, above all, security situation of the country. President Hassan’s government, banking on this reality, wants to modify it unilaterally (without regional autonomies input) and ramp through the parliament. Puntland State – regional autonomy in the Northeast and parts of Central Somalia – does not want to do anything with strong central government with its seat in Mogadishu. Somaliland – self-declared independent state in Northwest Somalia – is seeking independence and wants to be recognized as a separate state. The disagreement about the very social contract that should be bounding all these different constituencies lays bare the weaknesses of the negotiated settlement reached last year that ended the Transitional period. This weakness stems from the fact that political stakeholders namely Somaliland, Puntland, and rest of Somalia have different understanding of what this settlement entails. Each has its own understanding of what system of governance the country should be adopting going forward. Government in Mogadishu thinks there is room to modify the constitution and it does not hide the fact, however subtle, that it prefers strong central unitary state. Garowe assures its constituents that it has inserted strong safeguards in the constitution and the power to govern will be shared by regional states. In other words the country will adopt a form of government in which sovereignty is constitutionally divided between central governing authority and regional states. Hargeysa has not directly participated in the political wrangling over the negotiated settlement – at least at government level – and as such claims it will only talk to Somali government on one single topic and that is separation. The political elite in the region hinted that short of complete and amicable secession they might consider Confederacy. And last but not least proponents of Sharia-based system of governance believe that the silent majority of the population irrespective of clan affiliation Political Islam is their preference system of governance. They think if credible and well-respected cleric who transcends clan sensibilities runs on Sharia political platform the chances are he would win the presidency with comfortable margin.

It is funny that you are confirming the concerns articulated in the article above, unwittingly endorsing the very need of having checks and balances as a reflection of current mistrust and political reality on the ground. At least not because the looters feel picked on when legitimate issue such as looted properties are brought up and discussed. Somalia will come back, and some folks will be disappointed for non of the atrocities and crimes of looting and displacing will be rewarded politically or otherwise. As for Liqaye's new (new because he had a little more decorum than this before), open mo0ryaanism, and Irirsm nonsense that brought STOIC and co on board, that i say does nothing to change reality on the ground. Somalia needs to re institute its armed forces, it needs to build a cohesive national army. With Mogadishu as the current center of power, such all inclusive national army is not logistically, and politically possible. All the article suggested is the creation of bases and training centers with collaboration of current political stakeholders (i.e. Puntland, Somaliland, Khatumo, Galmadug, Jubba ...) . In other words, the wolf shouldn't be left to tend to the sheep again without safeguards and protection (and that is for my old friend Liqaye)

Since the government has limited influence to localities beyond Benadir, the only pool of recruits and former clan militia fit for military service available to government are from this area. The view of many Somali analysts is that lifting arms embargo at this time will disproportionally benefit former clan militia in Benadir province. ....Overwhelming majority of Somalis want to regain their sovereignty and see their government equipped with all the trappings of the sovereign state. All Somalis want to see Somali state that is secure within its borders and strong in the region. Few would object to the view that only the state (not unaccountable clan militia) should have the monopoly on force. What Somali people are opposed to is certifying one clan militia faction and bestowing them the honor of being called Somali National Army.

What I can clearly say is that on this subject you are talking from your back side , a true m0-oryaan. The d-block is a Somali community I don't understand what you are trying to convey by referencing it so many times in this discussion. If you are challenging the general d-block role in Somali polity, then you are more hopeless than I initially thought. We are talking about individual experiences that can hardly be wished away. The courts and constitution you are talking about is fundamentally challenged by the very political and militia culture that is responsible the lootings in discussion. Mogadishu has undergone a radical demographic change, an event that can hardly be reserved. The remedy is to make sure the destroyers shall never be rewarded. We are proposing a mass handover of looted properties to its rightful owners dead or alive. If dead, relatives will decide whether they want to convert and donate to the ministry of interior so it can be converted to a public park or similar function.

The embargo must be lifted only, and only if, the government in Mogadishu agrees to create a viable, competent and inclusive national army recruited from all corners of the country. Government must first establish centers of training and military bases in strategically located areas throughout the country. The civil war experience was a sad chapter of Somali history, and those like you who cannot hide their deep wishes of seeing a significant block of Somali society vanquished politically and militarily will be disappointed in the final settlement of this saga. as if twenty years of looting and state destruction, pillaging state symbols and institutions in the name of liberating Somalia is not enough, your are now telling us special ghetto will be established for the defeated lot with the delight of ceel buur folks in the presidential palace ... there are things that you cannot explain away , there are some of us who do not believe a 6 month period is enough to change the type of culture even a learned person like you lack the decorum and civility to conceal it.
