Sillaanyo's recent refusal to attend the May conference is akin to a lady playing hard to get. I too, like the article reiterated, believe he will attend after a few foreign delegates go to Hargaysa to meet with him. And then come May, he will pull out that old card about attending as an independent observer or some such nonsense.
