Britain: Foreign Office colludes with US to cover-up torture of Binyam Mohamed By Robert Stevens February 07, 2009 "WSWS" -- A High Court ruling by two British judges regarding the torture of a Guantánamo detainee has unleashed a major political crisis. The judges have stated that they have been pressured by the United States into concealing evidence that should be made available in any country governed by the rule of law. This took the form of threats to withdraw security cooperation, instigated under the Bush administration and continued under Barak Obama's presidency. Binyam Mohamed, 30, is currently in Guantánamo Bay but is reportedly being prepared for a return to the UK. He states that he was tortured by US agents in Pakistan, Morocco and Afghanistan between 2002 and 2004, and that Britain's security agencies were complicit. The High Court judgment on February 4 refused to order the disclosure of the CIA dossier said to contain evidence of his abuse. The document is a report by the US government to the British security services. The ruling followed a submission by the UK Foreign Office. While calling for the document to be made public, the judges stated that it was not presently in the public interest to publish it, as the US government could "inflict on the citizens of the United Kingdom a very considerable increase in the dangers they face at a time when a serious terrorist threat still pertains". The joint judgment by Lord Justice Thomas and Mr Justice Lloyd Jones registered its concern that the document remained secret. "In the light of the long history of the common law and democracy which we share with the United States it was in our view difficult to conceive that a democratically elected and accountable government could possibly have any rational objection to placing into the public domain such a summary of what its own officials reported, as to how a detainee was treated by them and which made no disclosure of sensitive intelligence matters". The judgment continued, "Indeed we did not consider that a democracy governed by the rule of law would expect a court in another democracy to suppress a summary of the evidence contained in reports by its own officials...relevant to allegations of torture and cruel, inhumane, or degrading treatment, politically embarrassing though it might be". The ruling stated that the High Court had been informed by lawyers for the Foreign Secretary David Miliband that a threat to withdraw security cooperation remained under the Obama administration. The court said of the Foreign Office submissions, "We have however been informed by counsel for the foreign secretary that the position has not changed. Our current understanding is therefore that the position remains the same even after the making of executive orders by President Obama on 22 January 2009". This refers to the recent executive orders signed by Obama to close down the Guantánamo Bay prison camp within a year and to review the military trials for alleged terrorist suspects. The British government has denied that the US government threatened to break off security intelligence cooperation. Miliband said that he would not demand that Obama intervene in the case, stating, "I am not going to join a lobbying campaign against the American government for this decision". Miliband's account has been flatly contradicted by BBC reporter Jonathan Beale, who said that he had been informed in Washington by a former Bush administration official who dealt with Guantánamo Bay that US intelligence agencies did tell the UK that they opposed the release of certain US intelligence without their consent. On February 5, Channel 4 News documented the contents of confidential letters from the US State Department to the UK Foreign Office. One of the letters was dated August 21, 2008, and read, "The public disclosure of these documents or of the information contained therein is likely to result in serious damage to US national security and could harm existing intelligence information-gathering arrangements between our two countries". A further letter sent a week later said, "Ordering the disclosure of the US intelligence information now would have only the marginal effects of serious and lasting damage to the US-UK intelligence sharing relationship, and thus the national security of the United Kingdom". Opposition politicians have demanded a full explanation from government ministers regarding the allegations that Britain was complicit in torture. Nick Clegg, the Liberal Democrat leader said, "If British ministers were complicit in any way in the use of torture, or helped the US authorities to cover it up, they could face consequences in the International Criminal Court". David Davis, a Conservative Party opposition MP who has projected himself as a champion of democratic rights said, "The judge rules that there is a strong public interest that this information is put in the public domain even though it is politically embarrassing". Davis said US interference in the judicial process in Britain "is completely beyond the rule of law.... All the rumours are that it actually does show some degree of complicity by the UK and US governments. The question has come about that one of our agencies—MI5, MI6, whoever—have known about torture being used against people like that, has used information arising from torture, all of those sorts of issues". Mohamed, an Ethiopian national resident in the UK for seven years, was arrested in Pakistan as he was about to board a flight to Britain in April 2002. Mohamed said that he had gone to Afghanistan to attempt to escape from and deal with a drug problem. He was accused by the United States of travelling to Afghanistan in May 2001 and attending "terror training camps". He became a victim of the US government's notorious policy of "extraordinary rendition" and was forcibly transferred from one country to another on three occasions, without reference to a court of law. He was questioned in Pakistan and subjected to torture there and in Morocco and Afghanistan. In Morocco he was subjected to prolonged torture for a period of 18 months. The American Civil Liberties Union website reports that "his interrogators routinely beat him, sometimes to the point of losing consciousness, and he suffered multiple broken bones. During one incident, Mohamed was cut 20 to 30 times on his genitals. On another occasion, a hot stinging liquid was poured into open wounds on his penis as he was being cut. He was frequently threatened with rape, electrocution and death. He was forced to listen to loud music day and night, placed in a room with open sewage for a month at a time and drugged repeatedly". The Bagram Theater Internment Facility is a US detention facility located at an air base in Afghanistan. At Bagram, Mohamed was forced to write a 20-page statement that detailed his relationship with alleged terrorist Jose Padilla. Included in the document were details of how he and Padilla went to Afghanistan together, and how they planned to go to the United States to detonate a "dirty bomb". Mohamed has always maintained that these "confessions" were extracted on the basis of torture. He was taken from Bagram on September 19, 2004, and moved to Guantánamo, where he has spent more than four years. Mohamed was charged under President Bush's military order and was told he would face trial by a military commission. In November 2005 he was charged with conspiracy on the basis of his confessions. Mohamedmade a statement denouncing the commission as illegitimate. Following a ruling by the US Supreme Court that the president lacked the constitutional authority to create military commissions, proceedings against Mohamed were halted. He could have faced the death penalty. Mohamed's lawyer had said that that all a trial by military commission would produce "is evidence not of terrorism, but of torture.... I have seen not one shred of evidence against him that was not tortured out of him. We know the British talked to Binyam [Mohamed] in Pakistan, told him he was to be rendered and gave information to the US that was used in his torture in Morocco". Last July his lawyers filed a petition in a UK court declaring that the Foreign Office should be compelled to turn over the evidence of his abuse. In August the High Court concluded that the British security services had facilitated the original interrogation of Mohamed in Pakistan and that he was seen by British agents whilst in detention. The court established that British security service provided information about Mohamed and interrogation questions having full knowledge of the conditions of his detention and treatment. The court stated that much of the case against Mohamed was believed to have been based on confessions made in Bagram between May and September 2004, and in Guantánamo Bay before November 2004. Judges ruled that the Foreign Office should disclose this material as "not only necessary but essential for his defence". In August 2007, Foreign Secretary Miliband requested that the US government release Mohamed and four other UK residents at Guantánamo. The US released three of the men, but refused to release Mohamed and Saudi-born Shaker Aamer. In June last year the US military announced they were formally charging Mohamed. These charges were dropped in October. In the United States, the American Civil Liberties Union (ACLU) has brought a case against a subsidiary of the Boeing Company, Jeppesen Dataplan, accusing the firm of aiding in rendition flights that carried Mohamed and others to torture. The case was dismissed in a San Francisco court last year after the Bush administration asserted its "state secrets privilege". An appeal to this decision is expected to come before the court next week. Supporters of Mohamed in Britain have demanded that he is moved immediately from the maximum security prison Camp 5 in Guantánamo due to the risk to his mental and physical health. He is said to have smeared faeces over his cell walls and spent days in the cell with his water supply cut off. His lawyer states he is on the verge of a nervous breakdown. The case of Binyam Mohamed reveals the extent to which basic democratic and legal norms have been overturned in the name of the "war on terror". There is a growing body of evidence revealing collusion between the UK and US governments in the suppression and erosion of democratic rights, using criminal practises including humiliation, abuse, torture and extraordinary rendition. It has been used as a pretext for waging illegal wars abroad and for attacking established constitutional rights at home. It also demonstrates that while signing the order to close Guantánamo and promising to review the ongoing military trials, the Obama regime intends to preserve the essential elements of the "war on terror", including the suppression of evidence of torture and other nefarious activity.

A Bankrupt and Discredited Country The Era of American Leadership Is Over By Paul Craig Roberts February 02, 2009 "ICH" -- -Vast numbers of people in the United States and abroad are hoping that President Obama will end America’s illegal wars, halt America’s support for Israel’s massacre of Lebanese and Palestinians, and punish, instead of reward, the shyster banksters whose fraudulent financial instruments have destroyed economies and imposed massive sufferings on people all over the world. If Obama’s appointments are an indication, all of these hopeful people are going to be disappointed. James Petras examines Obama’s foreign policy appointments and finds the largest collection of Zionist militarists outside of Avigdor Lieberman’s far right political party in Israel. Petras concludes that Obama’s “diplomatic” team has Iran in its sights, an hostility that meshes with Israel’s own intent. Not realizing that a member of the press had been mistakenly invited to a selected audience, the Israeli ambassador to Australia said that Israel’s attack on Gaza was a dress rehearsal for a major attack on Iran. Netanyahu, the expected winner of Israel’s March elections, has again declared that Israel will not permit Iran to have a nuclear energy program as it would provide the basis for developing nuclear weapons. It makes no sense for Israel to baldly state its intention to attack Iran if Israel does not mean it. What if the Iranians believe the Israelis and decide to strike first with their long-range missiles? Obama’s economic appointments are just as discouraging. Obama chose as his Treasury Secretary Timothy Geithner, the man who helped Bush’s Treasury Secretary, Hank Paulson, engineer the $700 billion dollar rip off of the US taxpayer, money that was gifted to the crooked banksters who destroyed Americans’ pensions, jobs and health care coverage. These banksters, and the negligent federal regulators that enabled them, should be put in prison, not handed hundreds of billions of dollars. Instead, Obama has appoined one of the chief orchestrators of the rip off to the helm of the Treasury. Obama’s National Economic Council is just as depressing. Clinton’s Treasury Secretary, Larry Summers, is its head. Summers recently declared that he had no inkling that a financial crisis was about to hit. Why did Obama put a person without a clue in charge? Summer’s colleagues are just as bad. Obama has appointed Diana Farrell, lead author of a phony study that claimed offshoring of American jobs is a win-win game for Americans, as deputy director of the National Economic Council. Farrell is affiliated with McKinsey & Company, a firm that helps American corporations offshore their operations. In his book, Outsourcing America, economist Ron Hira tore Farrell’s McKinsey report to shreds. Why not appoint Ron Hira and Nouriel Roubina, who predicted the crisis, to the National Economic Council? With Israel’s most fervent American allies whispering in one ear and banksers and offshoring propagandists whispering in the other, how can President Obama fulfill any of the hopes that people have? The discouraging fact is that even when faced with crisis in the economy and in foreign policy, the American political system is incapable of producing any leadership. Here we are in the worst economic crisis in a lifetime, perhaps in our history, and on the brink of war in Pakistan and Iran while escalating the war in Afghanistan, and all we get is a government made up of the very people who have brought us to these crises. Just as the Bushites could not admit the failure of their man, the Obamacons will not be able to admit the failure of their man. The era of American leadership has passed. America’s shyster financial system has brought economic crisis to the world. America’s wars of aggression are seen as serving no purpose except the enrichment of the military industries associated with Dick Cheney. The world is looking elsewhere for leadership. Vladimir Putin made a play for this role at Davos, where his speech at the opening ceremony was the most intelligent speech of the event. Putin reminded the World Economic Forum that “just a year ago, American delegates speaking from this rostrum emphasized the US economy’s fundamental stability and its cloudless prospects. Today, investment banks, the pride of Wall Street, have virtually ceased to exist. In just 12 months, they have posted losses exceeding the profits they made in the last 25 years.” Putin made his case that the existing financial system based on the US dollar and American financial hegemony has failed. Putin showed that his economic understanding was superior to that of the Obama team when he said that creating more debt on top of the “hopeless debts,” as Obama is doing, would “prolong the crisis.” With another swipe at America’s failed economic leadership, Putin said it is time to get rid of virtual money, false financial reports, and dubious credit ratings. Putin proposed a new reserve currency system to “replace the obsolete unipolar world concept.” Putin said that a secure world requires cooperation which requires trust. He made it clear that the Americans have proven that they cannot be trusted. This was a powerful message. It got a lot of applause.

The Politics Of Bollocks By John Pilger February 06, 2009 "ICH" --- Growing up in an Antipodean society proud of its rich variety of expletives, I never heard the word bollocks. It was only on arrival in England that I understood its majesterial power. All classes used it. Judges grunted it; an editor of the Daily Mirror used it as noun, adjective and verb. Certainly, the resonance of a double vowel saw off its closest American contender. It had authority. A high official with the Gilbertian title of Lord West of Spithead used it to great effect on 27 January. The former admiral, who is security adviser to Gordon Brown, was referring to Tony Blair's famous assertion that invading countries and killing innocent people did not increase the threat of terrorism at home. "That was clearly bollocks," said his lordship, who warned of the perceived "linkage between the US, Israel and the UK" in the horrors inflicted on Gaza and the effect on the recruitment of terrorists in Britain. In other words, he was stating the obvious: that state terrorism begets individual or group terrorism at source. Just as Blair was the prime mover of the London bombings of 7 July 2005, so Brown, having pursued the same cynical crusades in Muslim countries and having armed and disported himself before the criminal regime in Tel Aviv, will share responsibility for related atrocities at home. There is a lot of bollocks about at the moment. The BBC's explanation for banning an appeal on behalf of the stricken people of Gaza is a vivid example. Mark Thompson, the director general, cited the BBC's legal requirement to be "impartial... because Gaza is a major ongoing news story in which humanitarian issues... are both at the heart of the story and contentious." In a letter to Thompson, David Bracewell, illuminated the deceit behind this. He pointed to previous BBC appeals for the Disasters Emergency Committee that were not only made in the midst of "an ongoing news story" in which humanitarian issues were "contentious", but demonstrated how the BBC took sides. In 1999, at the height of the illegal Nato bombing of Serbia and Kosovo, the TV presenter Jill Dando made an appeal on behalf of Kosovar refugees. The BBC web page for that appeal was linked to numerous articles meant to support the gravity of the humanitarian issue. These included quotations from Blair himself, such as "This will be a daily pounding until [slobodan Milosevic] comes into line with the terms that Nato has laid down." There was no significant balance of view from the Yugoslav side, and not a single mention that the flight of Kosovar refugees began only after Nato had started bombing. Similarly, in an appeal for the victims of the civil war in the Congo, the BBC favoured the regime of Joseph Kabila without referring to the Amnesty, Human Rights Watch and other reports accusing his forces of atrocities. In contrast, the rebel leader Nkunda was "accused of committing atrocities" and was ordained the BBC's bad guy. Kabila, who represented western interests, was clearly the good guy – just like Nato in the Balkans and Israel in the Middle East. While Mark Thompson and his satraps richly deserve the Lord West of Spithead Bollocks Blue Ribbon, that honour goes to the cheer squad of President Barack Obama, whose cult-like obeisance goes on and on. On 23 January, the Guardian's front page declared, "Obama shuts network of CIA 'ghost prisons' ". The "wholesale deconstruction [sic] of George Bush's war on terror", said the report, had been ordered by the new president who would be "shutting down the CIA's secret prison network, banning torture and rendition...". The bollocks quotient on this was so high that it read like the press release it was, citing "officials briefing reporters at the White House yesterday". Obama's orders, according to a group of 16 retired generals and admirals who attended a presidential signing ceremony, "would restore America's moral standing in the world". What moral standing? It never ceases to astonish that experienced reporters can transmit PR stunts like this, bearing in mind the moving belt of lies from the same source under only nominally different management. Far from "deconstructing [sic] the war on terror", Obama is clearly pursuing it with the same vigour, ideological backing and deception as the previous administration. George W. Bush's first war, in Afghanistan, and last war, in Pakistan, are now Obama's wars – with thousands more US troops to be deployed, more bombing and more slaughter of civilians. On 22 January, the day he described Afghanistan and Pakistan as "the central front in our enduring struggle against terrorism and extremism", 22 Afghan civilians died beneath Obama's bombs in a hamlet populated mainly by shepherds and which, by all accounts, had not laid eyes on the Taliban. Women and children were among the dead, which is normal. Far from "shutting down the CIA's secret prison network", Obama's executive orders actually give the CIA authority to carry out renditions, abductions and transfers of prisoners in secret without the threat of legal obstruction. As the Los Angeles Times disclosed, "current and former intelligence officials said the rendition program might be poised to play an expanded role." A semantic sleight of hand is that "long term prisons" are changed to "short term prisons"; and while Americans are now banned from directly torturing people, foreigners working for the US are not. This means that America's numerous "covert actions" will operate as they did under previous presidents, with proxy regimes, such as Augusto Pinochet's in Chile, doing the dirtiest work. Bush's open support for torture, and Donald Rumsfeld's extraordinary personal overseeing of certain torture techniques, upset many in America's "secret army" of subversive military and intelligence operators as it exposed how the system worked. Obama's nominee for director of national intelligence, Admiral Dennis Blair, has said the Army Field Manual may include new forms of "harsh interrogation", which will be kept secret. Obama has chosen not to stop any of this. Neither do his ballyhooed executive orders put an end to Bush's assault on constitutional and international law. He has retained Bush's "right" to imprison anyone, without trial or charges. No "ghost prisoners" are being released or are due to be tried before a civilian court. His nominee for attorney-general, Eric Holder, has endorsed an extension of Bush's totalitarian USA Patriot Act, which allows federal agents to demand Americans' library and bookshop records. The man of "change", is changing little. That ought to be front page news from Washington. The Lord West of Spithead Bollocks Prize (Runner-up) is shared. On 28 January, a national Greenpeace advertisement opposing a third runway at London's Heathrow airport summed up the almost willful naivety that has obstructed informed analysis of the Obama administration. "Fortunately," declared Greenpeace beneath a God-like picture of Obama, "the White House has a new occupant, and he has asked us all to roll back the spectre of a warming planet." This was followed by Obama's rhetorical flourish about "putting off unpleasant decisions". In fact, Obama has made no commitment to curtail the America's infamous responsibility for the causes of global warming. As with Bush and most modern era presidents, it is oil, not stemming carbon emissions, that informs the new administration. Obama's national security adviser, General Jim Jones, a former Nato supreme commander, made his name planning US military control over the exploitation of oil and gas reserves from the Persian Gulf and the Caspian Sea to the Gulf of Guinea in Africa. Sharing the Bollocks Runner-up Prize is the Observer, which on 25 January published a major news report headlined, "How Obama set the tone for a new US revolution". This was reminiscent of the Observer almost a dozen years ago when liberalism's other great white hope, Tony Blair, came to power. "Goodbye Xenophobia" was the Observer's post-election front page in 1997 and "The Foreign Office says Hello World, remember us". The government, said the breathless text, would push for "new worldwide rules on human rights and the environment" and implement "tough new limits" on arms sales. The opposite happened. Last year, Britain was the biggest arms dealer in the world; currently it is second only to the United States. In the Blair mould, the Obama White House "sprang into action" with its "radical plans". The new president's first phone call was to that Palestinian quisling, the unelected and deeply unpopular Mohammed Abbas. There was a "hot pace" and a "new era", in which a notorious name from an ancien regime, Richard Holbrooke, was dispatched to Pakistan. In 1978, Holbrooke betrayed a promise to normalise relations with the Vietnamese on the eve of a vicious embargo that ruined the lives of countless Vietnamese children. Under Obama, the "sense of a new era abroad", declared the Observer, "was reinforced by the confirmation of Hillary Clinton as secretary of state". Clinton has threatened to "entirely obliterate Iran" on behalf of Israel. What the childish fawning over Obama obscures is the dark power assembled under cover of America's first "post-racial president". Apart from the US, the world's most dangerous state is demonstrably Israel, having recently killed and maimed some 4,000 people in Gaza with impunity. On 10 February, a bellicose Israeli electorate is likely to put Binyamin Netanyahu into power. Netanyahu is a fanatic's fanatic who has made clear his intention of attacking Iran. In the Wall Street Journal on 24 January, he described Iran as the "terrorist mother base" and justified the murder of civilians in Gaza because "Israel cannot accept an Iranian terror base (Gaza) next to its major cities". On 31 January, unaware he was being filmed, Israel's ambassador in Australia described the massacres in Gaza as a "pre-introduction" - dress rehearsal - for an attack on Iran. For Netanyahu, the reassuring news is that Obama's administration is the most Zionist in living memory – a truth that has struggled to be told from beneath the soggy layers of Obama-love. Not a single member of Obama's team demurred from Obama's support for Israel's barbaric actions in Gaza. Obama himself likened the safety of his two young daughters with that of Israeli children while making not a single reference to the thousands of Palestinian children killed with American weapons - a violation of both international and US law. He did, however, demand that the people of Gaza be denied "smuggled" small arms with which to defend themselves against the world's fourth largest military power. And he paid tribute to the Arab dictatorships, such as Egypt, which are bribed by the US Treasury to help the US and Israel enforce policies described by the United Nations Rapporteur, Richard Falk, a Jew, as "genocidal". It is time the Obama lovers grew up. It is time those paid to keep the record straight gave us the opportunity to debate informatively. In the 21st century, people power remains a huge and exciting and largely untapped force for change, but it is nothing without truth. The New Thought Police: The NSA Wants to Know How You Think— Maybe Even What You Think by James Bamford The National Security Agency (NSA) is developing a tool that George Orwell's Thought Police might have found useful: an artificial intelligence system designed to gain insight into what people are thinking. With the entire Internet and thousands of databases for a brain, the device will be able to respond almost instantaneously to complex questions posed by intelligence analysts. As more and more data is collected—through phone calls, credit card receipts, social networks like Facebook and MySpace, GPS tracks, cell phone geolocation, Internet searches, Amazon book purchases, even E-Z Pass toll records—it may one day be possible to know not just where people are and what they are doing, but what and how they think. The system is so potentially intrusive that at least one researcher has quit, citing concerns over the dangers in placing such a powerful weapon in the hands of a top-secret agency with little accountability. Getting Aquaint Known as Aquaint, which stands for "Advanced QUestion Answering for INTelligence," the project was run for many years by John Prange, an NSA scientist at the Advanced Research and Development Activity. Headquartered in Room 12A69 in the NSA's Research and Engineering Building at 1 National Business Park, ARDA was set up by the agency to serve as a sort of intelligence community DARPA, the place where former Reagan national security advisor John Poindexter's infamous Total Information Awareness project was born. [Editor's note: TIA was a short-lived project founded in 2002 to apply information technology to counter terrorist and other threats to national security.] Later named the Disruptive Technology Office, ARDA has now morphed into the Intelligence Advanced Research Projects Activity (IARPA). A sort of national laboratory for eavesdropping and other spycraft, IARPA will move into its new 120,000-square-foot home in 2009. The building will be part of the new M Square Research Park in College Park, Maryland. A mammoth two million-square-foot, 128-acre complex, it is operated in collaboration with the University of Maryland. "Their budget is classified, but I understand it's very well funded," said Brian Darmody, the University of Maryland's assistant vice president of research and economic development, referring to IARPA. "They'll be in their own building here, and they're going to grow. Their mission is expanding." If IARPA is the spy world's DARPA, Aquaint may be the reincarnation of Poindexter's TIA. After a briefing by NSA Director Michael Hayden, Vice President Dick Cheney, and CIA Director George Tenet of some of the NSA's data mining programs in July 2003, Senator Jay Rockefeller IV, the vice chairman of the Senate Intelligence Committee, wrote a concerned letter to Cheney. "As I reflected on the meeting today," he said, "John Poindexter's TIA project sprung to mind, exacerbating my concern regarding the direction the administration is moving with regard to security, technology, and surveillance." Building "Hal" The original goal of Aquaint, which dates back to the 1990s, was simply to develop a sophisticated method of picking the right needles out of a vast haystack of information and coming up with the answer to a question. As with TIA, many universities were invited to contribute brainpower to the project. But in the aftermath of the attacks on 9/11, with the creation of the NSA's secret warrantless eavesdropping program and the buildup of massive databases, the project began taking on a more urgent tone. "Think of 2001: A Space Odyssey and the most memorable character, HAL 9000. We are building HAL." In a 2004 pilot project, a mass of data was gathered from news stories taken from the New York Times, the AP news wire, and the English portion of the Chinese Xinhua news wire covering 1998 to 2000. Then, 13 U.S. military intelligence analysts searched the data and came up with a number of scenarios based on the material. Finally, using those scenarios, an NSA analyst developed 50 topics, and in each of those topics created a series of questions for Aquaint's computerized brain to answer. "Will the Japanese use force to defend the Senkakus?" was one. "What types of disputes or conflict between the PLA [People's Liberation Army] and Hong Kong residents have been reported?" was another. And "Who were the participants in this spy ring, and how are they related to each other?" was a third. Since then, the NSA has attempted to build both on the complexity of the system—more essay-like answers rather than yes or no—and on attacking greater volumes of data. "The technology behaves like a robot, understanding and answering complex questions," said a former Aquaint researcher. "Think of 2001: A Space Odyssey and the most memorable character, HAL 9000, having a conversation with David. We are essentially building this system. We are building HAL." A naturalized U.S. citizen who received her Ph.D. from Columbia, the researcher worked on the program for several years but eventually left due to moral concerns. "The system can answer the question, 'What does X think about Y?'" she said. "Working for the government is great, but I don't like looking into other people's secrets. I am interested in helping people and helping physicians and patients for the quality of people's lives." The researcher now focuses on developing similar search techniques for the medical community. Thought policeman A supersmart search engine, capable of answering complex questions such as "What were the major issues in the last 10 presidential elections?" would be very useful for the public. But that same capability in the hands of an agency like the NSA—absolutely secret, often above the law, resistant to oversight, and with access to petabytes of private information about Americans—could be a privacy and civil liberties nightmare. "We must not forget that the ultimate goal is to transfer research results into operational use," said Aquaint project leader John Prange, in charge of information exploitation for IARPA. Once up and running, the database of old newspapers could quickly be expanded to include an inland sea of personal information scooped up by the agency's warrantless data suction hoses. Unregulated, they could ask it to determine which Americans might likely pose a security risk—or have sympathies toward a particular cause, such as the antiwar movement, as was done during the 1960s and 1970s. The Aquaint robospy might then base its decision on the type of books a person purchased online, or chat room talk, or websites visited—or a similar combination of data. Such a system would have an enormous chilling effect on everyone's everyday activities—what will the Aquaint computer think if I buy this book, or go to that website, or make this comment? Will I be suspected of being a terrorist or a spy or a subversive? Controlling brain waves Collecting information, however, has always been far less of a problem for the NSA than understanding it, and that means knowing the language. To expand its linguistic capabilities, the agency established another new organization, the Center for Advanced Study of Language (CASL), and housed it in a building near IARPA at the M Square Research Park. But far from simply learning the meaning of foreign words, CASL, like Aquaint, attempts to find ways to get into someone's mind and understand what he or she is thinking. One area of study is to attempt to determine if people are lying simply by watching their behavior and listening to them speak. According to one CASL document, "Many deception cues are difficult to identify, particularly when they are subtle, such as changes in verb tense or extremely brief facial expressions. CASL researchers are studying these cues in detail with advanced measurement and statistical analysis techniques in order to recommend ways to identify deceptive cue combinations." Like something out of a B-grade sci-fi movie, CASL is even training employees to control their own brain waves. Another area of focus explores the "growing need to work with foreign text that is incomplete," such as partly deciphered messages or a corrupted hard drive or the intercept of only one side of a conversation. The center is thus attempting to find ways to prod the agency's cipher-brains to fill in the missing blanks. "In response," says the report, "CASL's cognitive neuroscience team has been studying the cognitive basis of working memory's capacity for filling in incomplete areas of text. They have made significant headway in this research by using a powerful high-density electroencephalogram (EEG) machine acquired in 2006." The effort is apparently directed at discovering what parts of the brain are used when very good cryptanalysts are able to guess correctly the missing words and phrases in a message. Like something out of a B-grade sci-fi movie, CASL is even trying to turn dull minds into creative geniuses by training employees to control their own brain waves: "The cognitive neuroscience team has also been researching divergent thinking: creative, innovative and flexible thinking valuable for language work. They are exploring ways to improve divergent thinking using the EEG and neurobiological feedback. A change in brain-wave activity is believed to be critical for generating creative ideas, so the team trains its subjects to change their brain-wave activity." The National Security Agency's eavesdropping on phone calls, e-mails, and other communications skyrocketed after 9/11. But that was only the beginning of its high-tech invasiveness, as Bamford reports. Above, NSA headquarters in Fort Meade, Maryland. The NSA would essentially like to create the spy-agency equivalent of "HAL 9000," the computer in the 1968 film 2001: A Space Odyssey that converses with the astronaut David Bowman (played by Keir Dullea, above). In George Orwell's dystopian novel 1984, a civil servant named Winston Smith (played in the 1955 movie by Edmond O'Brien, above) loses all privacy as Big Brother and his Thought Police bring him under constant surveillance. Glasnost In London – War Fever In Washington By Eric Margolis February 03, 2009 "Lew Rockwel" -- -LONDON – What used to be called "Cool London" looks more like "Crash London" these days. Of all the leading industrial nations, Britain has so far suffered more than any other nation, even the United States. Most major banks, even venerable names like Barclay’s and Lloyd’s, are on life support. The financial district around Canary Wharf is beginning to look like a ghost town, as offices close and whole floors of financial drones are fired. Gloom pervades just about everywhere. Meanwhile, two senior British officials have created a sensation by finally speaking some hard truths that contradict all the lies spewed out by Washington and London about the bogus "war on terror." Lord West, the security minister of Britain’s Labor government (equivalent to the US Homeland Security chief), dropped a bombshell last week by declaring that his nation’s military intervention in Iraq and Afghanistan had actually fueled global radicalism against Britain and the US as well as domestic "terrorism" in the United Kingdom. According to the outspoken minister, the Western power’s recent policies in the Muslim world were encouraging what we term terrorism. Interestingly, I happened to be in London at the time, promoting my new book, American Raj, which argues precisely the same point. West described as "bollocks" former PM Tony Blair’s claims the US-led "war on terror" had nothing to do with growing Islamic radicalism. This comes soon after Britain’s foreign secretary, David Miliband, urged an end to the use of the term "war on terror," which he called deceptive and misleading. In an extraordinary move, cabinet minutes of Tony Blair’s decision to invade Iraq may shortly be made public, raising the possibility of serious criminal charges against some senior British officials. At minimum, the sanctimonious Blair is likely to be exposed as a liar and hypocrite in his claims the Iraq war was justified and necessary. Many Britons are calling for war crimes trials against their former leaders and are angered by plans to send more British troops to Afghanistan. Britain’s soldiers have become as much auxiliaries in the American military machine as were Nepal’s renowned Gurkha troops in the British Empire. While glasnost sweeps London, in Washington, it’s déjà vu and love your government. President Barack Obama vowed to continue President Bush’s war policies in Afghanistan and intensify the eight-year-old conflict by doubling the number of US troops and aircraft there in coming months. In addition, Washington is rife with rumors that the Obama administration plans to dump the US-installed president of Afghanistan, Hamid Karzai, and replace him by one of four CIA-groomed candidates. The problem is, three new stooges won’t be any better than one old stooge. London is warning Washington both against a precipitous change of regime in Kabul that would be widely viewed as crass political manipulation and against a plan to arm tribes in neighboring Pakistan that the US used in by now totally fragmented Iraq. Obama’s dismaying eagerness to expand the war demonstrates political inexperience and a faulty grasp of events in Afghanistan. A change of administration in Washington, and departure of the reviled Bush, offered an ideal opportunity for Washington to declare a pause in the Afghan War and reassess its policies. It also presented an ideal opportunity to offer negotiations to Taliban and its growing number of supporters. The Afghan War will have to be ended by a political settlement that includes the Taliban-led nationalist alliance that represents over half of Afghanistan’s population, the Pashtun people. There is simply no purely military solution to this grinding conflict – as even the Secretary General of NATO admits. But instead of diplomacy, the new administration elected to stick its head ever deeper into the Afghan hornet’s nest. The bill for an intensified war will likely reach $4 billion monthly by midyear at a time when the United States is bankrupt and running on borrowed money from China and Japan. The 20,000–30,000 more US troops slated to go to Afghanistan will also be standing on a smoking volcano: Pakistan. The Afghan War is relentlessly seeping into Pakistan, enflaming its people against the NATO powers and, as Lord West rightly says, generating new jihadist forces. Polls show most Pakistanis strongly oppose the US-led war in Afghanistan and the grudging involvement of their armed forces in it. Intensifying US air attacks on Pakistan have aroused fierce anti-American sentiment across this nation of 165 million. Why is President Obama, who came to power on an antiwar platform, committed to expanding a war where there are no vital US interests? Oil is certainly one reason. The proposed route for pipelines taking oil and gas from Central Asia to the Arabian Sea coast run right through Taliban-Pashtun territory. Another reason: Americans still want revenge for 9/11. In the absence of a clear perpetrator, Taliban has been selected as the most convenient and identifiable target though it had nothing to do with the attacks and knew nothing about them. The 9/11 attacks were mounted from Germany and Spain, not Afghanistan, and planned by a group of Pakistanis. Washington is yet to offer a White Paper promised in 2001 "proving" the guilt of Osama bin Laden in the attacks. There is also the less obvious question of NATO. Washington arm-twisted the reluctant NATO alliance badly for the US-led forces as their vulnerable supply lines come increasingly under Taliban attack. Here in Europe, the majority of public opinion opposes the Afghanistan War as a neocolonial adventure for oil and imperial influence. The US could survive a defeat in Afghanistan, as it did in Vietnam. But the NATO alliance might not. The end of the cold war and collapse of the USSR removed the raison d’être of the North Atlantic Treaty Organization which was created to resist Soviet invasion of Western Europe. According to Zbigniew Brzezinski, one of America’s leading strategists, NATO serves as the primary tool for America’s strategic domination of Europe. Japan fulfills the same role for the US in Asia. The Soviet Union used the Warsaw Pact to dominate Eastern Europe. The US also uses NATO to help deter the creation of a truly united – and rival – Europe with its own unified armed forces. The EU will not become a truly integrated national state until it has its own independent armed forces. NATO’s defeat in Afghanistan would raise questions about its continuing purpose and obedience to US strategic demands. Calls would inevitably come for empowerment of the European Defense Union, an independent European armed force that answers to the EU Brussels, not to Washington. This, I believe, is one of the primary reasons why vested interests in Washington – notably the Pentagon – have prevailed on the new president to expand the war in Afghanistan by claiming that America’s influence in Europe depends on victory in Afghanistan. The US and its allies cannot be seen to be defeated by a bunch of Afghan tribesmen. Coming after the epic defeat in Vietnam and the trillion-dollar fiasco in Iraq, defeat in Afghanistan is simply unthinkable to the military-industrial-petroleum-financial complex that still seems to be calling many of the shots in Washington. Nomads Our Brothers and Sisters in Western Somalia have been systematically killed, raped and removed from their villages by the Ethiopian Occupation forces for more than 50 years. These civilian population have not committed a crime , but they are paying price for their resistance to occupation in the form of Collective punishment.
