  8. xargaga, every region of Somalia is composed of many clans, sub-clans or sub-sub clans with competing interest. Puntland is no exception and we have leaders who have confinced people that they have there clan interest at heart when that is not the case and these leaders are only interested in self-enrichment. this is the relationship between xaabsade and his supporters who's allegiance depends on their clan leaders position in the government or local administration.
